Migrate from Travis CI to GitHub Actions #57

CI currently is not running at all, and if it was, it would be failing due to our outdated Rubocop config.

This ports us from Travis CI to GitHub Actions, and temporarily ignores Rubocop's output, until it is fixed by #56
