Update Dockerfile.base to use latest CLI 2.x version #56

Thanks for reviewing and testing, @charlespwd! This PR should've been a draft, or act as a base for #57 (that's why I also did not request any reviewers). I just wanted to show a way how the CI action can use a more recent CLI version, but #57 seems to have managed it without updating any Dockerfile. I will therefore close the PR, but I'll take a look again as soon as I restart working on #52 :)
