Test with ruby 2.4.0 #33

Include Ruby 2.4.0 in our CI list. Skip Rails 4.2 as there is a JSON version conflict.

Looks like rails master is not in a happy state 😢

Yeah. We knew that was a risk.

We are also now skipping 5.0 as we are testing 5.1 as master.

If you're ok with merging this red, I'll follow up with another PR to fix the build.
