This PR updates the Rubocop config for Rubocop 0.74. It:

Updates the specified Ruby version to 2.6 as 2.2 is no longer supported by Rubocop
Updates names of renamed cops
Resolves new Rubocop tickets, mostly whitespace due to changes in the Layout/IndentFirstArgument cop
