Address tech debt introduced by inlining ShadowBevel styles in HoverCard #11737

ShadowBevel is a private component not exported from @shopify/polaris. However we need to leverage it for the HoverCard that we've ported over to Web. This has resulted in us inlining this styleblock as a temporary fix for us to ship HoverCard into web.

Ideally we should resolve this by exporting ShadowBevel from @shopify/polaris at a later date.
