Partial refactor of the rekor code #27

TODO rebase on main after #28 merges

Fixes #21

Some refactoring in preparation of using other fields in the log entry for signature validation (e.g. the integrated timestamp).

This is not an exhaustive refactoring, just enough to give us some wiggle room.
