Update changelog for 3.0.1 #76

We should be ready for 3.0.1, which is kind of a breaking change but really fixes a regression so I consider it's a patch. Thoughts?

Yah, I would consider this a patch as well. The underlying issue was that the check-module never worked in tslint until the v5.5.0 release. Which gets flagged now for consumers using tslint >=5.5.0
