Get rid of ruby-build yjit-dev #293

Since we're moving dev to ruby/ruby, we should get rid of the yjit-dev label for ruby-build. If there's no separate "head-of-master YJIT" to point them at besides head-of-CRuby, we should just use head-of-CRuby.
