Use AWS CDK for IaC for the AWS resources created

• Set up a CDK package for the infrastructure
• Create stacks for:
  • S3 deployment bucket, CloudFront distribution, route 53 - distribution stack
  • the CI/CD pipeline in CodePipeline, shrutiandskyeFrontendDeploymentNotificationTopic - buildDeploy stack
  • We might have to import the existing resources into the stacks
