Just the regular Windows 32-Bit Designer that works on Windows / 64-bit

just install JDK X86 and it will work

On Windows, the 32bit JRE is recommended as there are some problems with 
supporting the 64bit version at the same time as the 32bit version 
(specifically for the runtime, not that much for the designer).
