Move logback.xml config file to configuration folder

Currently the openhab log configuration files, logback.xml and 
logback_debug.xml, are kept in the log output folder ${openhab.home}/logs. This 
is awkward to keep configuration in the same folder as the log files are 
written (you may want to write log files to another file system, or completely 
wipe the folder upon restart etc)

I suggest to simply move the logback.xml (and debug version) to the 
configuration folder, where I think it fits better.
