Deprecate Lerna #4

Now that Lerna is no longer being maintained, it would be nice to move away from this library, which we are planning to do in PixiJS. I have a few suggestions:

Rename api-extractor-lerna-monorepo to api-extractor-monorepo
Replace @lerna/project with something else like workspaces-run or another tiny utility for fetching all packages

This is no longer the case, Nrwl is taking over stewardship of Lerna: https://github.com/lerna/lerna/issues/3121

While looking for replacements may be a good thing, this is no longer necessary.

I’ll create an equivalent package using workspaces.
