no longer translates with bubble popup

Chrome Version       : 16.0.912.63 m (didn't work in v 15 either)
Operating system     : Windows 7 pro

What steps will reproduce the problem?
1. select text in Facebook (main post text)
2. click on blue 'T' icon then click on 'Translate text'
3. nothing happens

What is the expected output? What do you see instead?
It used to translate perfectly, now only real-time and page translate work

Please provide any additional information below.
I have had to disable and then re-enable it to get it working again in the 
past. This trick no longer works
