Shortcut plus select text doesn't work anymore

Chrome Version       : <Copy from: 'about:version'>
Operating system     :Windows Vista

What steps will reproduce the problem?
1.Short cut +
2.Select text
3.= nothing happens

What is the expected output? What do you see instead?

Please provide any additional information below.

I used to use this all the time and thought highly of it, but all of a sudden 
it doesn't work anymore. I thought I could find a replacement extension, but 
nothing compares to what bubble-translate used to do.
