set up RRFS_p1x #81

setup RRFS_p1x to run test before RRFS_p1 update. RRFS_p1x will only run spinup cycle in Shun.Liu's account on WCOSS. RRFS_p1x can access github repository so that RRFS_p1x can keep sync updates with GSL-RRFS_dev1.

  1. rrfs_sfex is setup in /gpfs/dell6/emc/modeling/noscrub/emc.campara/Shun.Liu/rrfs_sfex
  2. directory structure is changed to rrfsp1 style.
  3. use nord=3, d4-bg=0.12
  4. use gfs netcdf file in cold-start step.
