delete_top_cells and path_to_waveguide updated for scripts #121

delete_top_cells (working for GUI and scripts) path_to_waveguide (working for GUI and scripts) updated get_technology_by_name function to get technology info using a name by using config.py and config.yml TODO: Add interoperability with EBeam library in config file. Placeholders added for now TODO: Align on "GUI_active" and "op_tag" convention
