Match new functionality of EBeam PDK + Add scripted layout action

• added Scripted_Layout.yml to run scripted layout Example - Ring_resonator_sweep.py in klayout in the docker container using the repos siepic tools code (like in EBeam PDK we copy over any changed siepic tools files into the docker container)
• updated docker-image.yml to run once a day to rebuild the image and to add siepic tools and SiEPIC EBeam PDK versions to the image tag
• updated Dockerfile to include siepic tools and SiEPIC EBeam PDK so we could run scripted layout test
• updated all workflow files to use image stored in main repo not jasminabrar.

NOTE: once this PR is merged docker-image.yml will be triggered to rebuild the new docker image, however Scripted-Layout.yml may run before the new image is built, causing it to fail. This is expected because it needs the new image to run properly.
