sliver in waveguides #214

Issue found by Susan Xu at CMC, where Bezier waveguides had 1 nm slivers at the ends:

Created a unit test for this sliver, and added to the EBeam PDK: https://github.com/SiEPIC/SiEPIC_EBeam_PDK/blob/master/klayout/EBeam/pymacros/tests/test_waveguide_sliver.py
