Adding pre-commit functionality to repo #268

Currently runs bandit hook to check for security vulnerabilities in python code. Will be updated with hooks for linting and code formatting. Document explaining how to use pre-commits here: https://docs.google.com/document/d/1F0UG0Q40MZhZVSj0gHrGY0cAfUdjM9J_Mhy3g4JKK9A/edit?usp=sharing

Link is not working when you click on it, but if you paste it into a new tab it works.
