Server needs to start even without catalogues #70

As a user admin I would like to be able to add AVV catalogues if one is missing and to do so the server needs to start despite lacking catalogues.

[ ] Server starts although AVV catalogue(s) is/are missing
[ ] User gets a warning message that a code could not be validated (can still send the Einsendebogen as it is no error)
[ ] User admin gets notification that a user has sent data which has not been validated
