Create new institute in DB #343

As a future MiBi-Portal user I would like to register with my institute. This is currently missing.

The new institute data is entered directly into the MongoDB system of the production system without the usual release/hotfix deployment process.

This is because the mibi-server has a high vulnerability in the xslx library and cannot be deployed currently. Fixing this issue needs some time.
