AVV MiBi-Portal

[x] Update AVVDatA catalogs directly before the AVVDatA-MiBi-Portal release
[x] Do test migration of the production db from the current mibi-portal server to nolar-dev

ADV MiBi-Portal ~~- [ ] At login disable Toaster message "Zu Ihrer Information: Ab sofort erhalten sie die E-Mail mit dem Probenbegleitschein (PDF) von der E-Mail-Adresse 'mibi-portal@bfr.berlin'." in ADV portal~~

[x] Download latest ADV catalogues and upload in ADV portal

Tiere and Matrix: Codes which are valid due to SKaDa are not recognised by the MiBi-Portal:

Example Tiere: 2464|186528|1212-905,1334-1356,63421-1512
Example Matrix: 182309|183483|1582-7792,6843-7807,183670-906:2296,185085-6986:7678,185142-6691 Please fix.
There are no new ADV catalogs. Thus, the MiBi-Portal ADV is up to date.
Toaster will be disabled later, see mpc567
