Switch to use GitHub actions to publish charts #27

Automatically update the gh-pages index and generate release if a new chart version is merged to the main branch.

It's not yet implemented in this repo

Are you sure? https://drpsychick.github.io/ark-server-charts/ is working for me. You can use https://drpsychick.github.io/ark-server-charts/index.yaml to see the charts.

Sorry, I must have been looking at another repo. I thought I saw a .github/workflows here.
