Version 3.0.2.3. This was happening with a previous Settlers version, too, but somehow I managed to tickle it in just the right way so that it would consistently launch centered. I haven't been able to figure out how to do that in this version, though.
In addition to opening the window down towards the bottom right as shown, if I drag the window up to where I want it and then click the settings icon, the settings window gets opened in the same place at bottom right as before. It's like it's chosen some x, y to use as the top-left pixel of the window and can't be persuaded otherwise.
