Persist arrows in studies/broadcasts you don't contribute to #587

Use example : you watch a broadcast and you draw some shapes on the board, the results of your own analysis. You go to another board then switch back. The arrows should still be there.

It would be useful in a study that you... err... study, as well.

Could be implemented in LiChess Tools, but let's see if Lichess thinks it's a good idea first: https://github.com/lichess-org/lila/issues/15311
