[x] A config should be able to inherit from other similar configs
[x] Exclude some of the modules in that config as well
[ ] Provide this for both list and plist
Example

(setq modular-config-list '( :minimal (compile core appearance vi) :example ((:minimal :not vi))))

This is specific to plist here
