I have the same problem. Here's logcat showing the failures:
Error for wireless request "Set Encode" (8B2A) :
SET failed on device wlan0 ; Invalid argument.
Error for wireless request "Set Mode" (8B06) :
SET failed on device wlan0 ; Operation not permitted.
I've checked permissions, they're fine. I've also tried restoring the 4.2
wpa_supplicant files (libs, binaries, conf) and still have the same problem.
Might be kernel level, not sure.

Yes, I'm on 4.3 firmware, same as you, T-MO. I haven't tried it either. I'll
check it out later.

Ok I tried it out...I think that makes the native hotspot work, it certainly
doesn't do anything for wifi tether. Same errors as I listed above.

The native hotspot work for me but I see the upsale message from Tmo on the web
browser on my tethered device. That's why I have to use Wifi Tether.
The only option is not use 4.3 firmware which I am on. I can flash it back to
4.2.2 but not going on vacation now, so don't need tether.

This is still not working. I have not yet figured out why, and I was hoping
someone would have had time to take a look...seems not to be confined just to
this app, all 3rd party apps apparently have this problem, from reading
comments on XDA.
