Which device (manufacturer, type)?  LGL75C

Which firmware is installed?        2.3.4

What version of wireless tether are you using?   2.0.7

What steps will reproduce the problem?
1. start wireless tether 
2. windows 8.1 surface pro 2 does not see tether available
3. windows 8 does see tether available on Samsung computer

What is the expected output? What do you see instead?

Please provide any additional information below.

Other computers with windows 7 and my ipod touch also will recognize and 
connect to the wireless connection from the android.
