localization support enhancements, Czech localization

I would like to translate the application into Czech.
Unfortunately there is almost no support for localizations in the code.

OK.
Please notice that my language is somewhat special because Android implements 
fully the plurals constructs, e.g. all three plural forms (an additional 
keyword "few").
It would be great to support it from the beginning. Maybe other languages will 
earn such support in next Android releases.
