All you need to do is start tether with 4G off and then turn 4G on. It will
only crash if 4G is enabled when you start tethering.

The previous comment solved my problem as well. Start with 4g off, tether,
turn 4g on, enjoy infrastructure mode 4g tethering goodness :)

I tried the build posted in Comment 3.
This one works!
4G does NOT crash the phone anymore.
I have been able to start and stop WITH 4G CONNECTED without crashes.
The build does not include Access Control, but wifi encryption seems to work
fine.
I haven't tested long enough yet to see if it breaks during the day but this is
a HUGE benefit.
All other builds, I would intermittently get phone reboots when tethered to 4G,
even though I started with 4G disabled.

I'm a bit confused because I got reports that test2-softap.apk doesn't work at
all.

It worked at first. Now the connection goes dead after some random amount of
time and I have to restart tether or toggle 4g.
