Add Japanese locale #79

Hello!

This PR adds Japanese locale to https://aoe2cm.net/. Although there's some remaining work of translation, it is rather complicated and will take time to understand the cm system itself than doing quick translation for me, if you don't mind, I hope this to be merged as the first translation work.

I will keep it updated whenever I have time.

@HSZemi maybe make it a zombie PR (add a tag) and reopen/copy branch so others can continue and it's not gone?
