[addons] Viewer: new addon for an imaging viewer #802

A new addon for an medical imaging viewer shall be added. The viewer addon shall support:

basic 2D viewing with standard tools
3D/4D viewing with specific tools
measurements handling
segmentation of organs, areas of interest Addon shall be integrated and support the new Update behavior of the addons.

The expectation is that after enabling the addons the above features can used within and outside of the cluster.

After a longer phase of evaluations the decision is to take the OHIF viewer from the available open source solutions. Here also the because of the permissive open source license on own build instance of the viewer can be used. In addition also co-existence with the DICOM addon shall be ensured.
