Login Feature for Webform #509

As a developer, I want to add a login feature for the webform to allow that only certain users can make changes to the database (when appropriate).

Acceptance Criteria:

Implement a login feature (either access code or a valid siena email/902 number)
Test accordingly to ensure it cannot be broken
Push up to Github

Definition of Done:

Acceptance Criteria have been met
Moved to done by the developer and reviewed and closed by the product owner
