Enabling synthetic monitoring using blackbox exporter and ability to set alerts on the endpoints

@ankitnayan +1, please prioritize this. Currently, I am using httpcheck Otel receiver but that is not good especially when the receiver is running on the same hosts where the services are running. If something goes wrong on the cluster (including the otel receiver), it will not give any data. If this is monitored by an external location, then we can have better monitoring.
