[Logs Pipelines] Add support for pipelines with empty filters #4639

or prevent attempts to save such pipelines in the UI

Brought up by a user who was trying to save a JSON parsing pipeline with an empty filter.

Feature wise, filters have been assumed to be a required field on pipelines
