Legend format not working for pie charts #5503

Bug description

Legend format doesn't seem to work for Pie type panels.

Expected behavior

Legend updates with legend format for pie type panels, but instead it remains as before. Not working for pie panels: image Working as expected for time series: image

How to reproduce

  1. Create a new Pie panel.
  2. Add any metrics.
  3. Try to modify the Legend Format. Staging & Running Query or saving don't work either.
