I think he is saying Japan's request for equal standing with white nations among the League of Nations should be included within the game as it was a major factor in Japan's shift away from the white supremacist nations (Britain, France, USA, Australia, etc) and towards Nazi Germany, which viewed them as equals, before WW2 rolled around.
