French Louisiane/Canada don't receive any immigrants at all #146

I won battles with America and got Louisiane and Canade as dominions. However, they don't receive any immigrants at all. I am not sure about what the problems are and how to fix them. the migration system worked well on Nouvelle-Zeelande so I don't understand.

What are their policies? Immigrants heavily prefer liberal/progressive policies.
