Make the US have a permanent CB against Spain if they try to reconquer South America

Maybe it should be a one time war because otherwise it would make playing spain impossible.

It would make Spain and France in the new world a lot more realistic, right now it's way too easy.

Should just be a CB for anyone who declares conquest wars in America; I usually do this as Belgium, honestly.

I think it should apply to taking puppets as well. The only reason why France managed to get away with intervening in Mexico was because the US had the Civil War. Once that was over, they threatened to use the Monroe Doctrine to get the French to withdraw.

Monroe Doctrine shouldn't apply to Haiti until after the ACW when the United States recognized Haiti's independence
