Bolivian claims in the Northern Chaco #86

Currently, the game misses the competing claims of Bolivia in the Chaco area, which were the basis of a historical war in the early 1930s (and therefore in the timeframe of Victoria 2) where both countries threw in all of their military capability with the aim of gaining control of all the contested area.

If we are to follow this map of the war (in Spanish) showing the limits of the disputed area, all the Alto Paraguay provinces plus Roboré should start uncolonised, to represent the loose control of the area both countries had by the start date. (This is already the case for Alto Paraguay, so the only effective change would be to remove Roboré from Bolivia's controlled provinces.) Then, when Paraguay gets the event giving them control of the Alto Paraguay state, Bolivia should have a decision to "assert our claims in the Chaco region" giving them control of Roboré and adding cores to it and the Alto Paraguay state.

Additionally, if Bolivia was to gain control of the Alto Paraguay, it should get a decision to rename the state to "Chaco Norte" as to remove the name's reference to Paraguay's ownership of this state.
