Generate Descriptions using OpenAI

• New api endpoint POST /topic
• Pass a body object { name: "Topic" } to generate a topic and save it to the database
• Can be run locally from the api directory using `npm run generate --topic="Topic" (creates a local json file rather than saving it to the database)
• Generates the image using Bing images
• Requires two api keys - BING_KEY and OPENAI_KEY

Looks good to me. One thing to note for further issues: Sometimes the image is null. While we handle for fetching errors, we don't handle for null response in the topic.

@s-dilip @Ademsk1 - thanks for pointing this out, I have modified the image generation to always return an empty string if no image is found
