ESRC: Notify sowers/tenders of rescue

Wouldn't it be cool if whenever a cache was used for a confirmed rescue, an auto-email was sent to the sower and all tenders (if any) for that cache to let them know that their hard work resulted in a rescue? I think that would be a fun thing to do if we can make it happen. :-)

Sure, that would be great.

I expect we need an "indirect" implementation in any way. Sending email needs a separate ESI permission as I know. We need to mark a cache as used and set a notification later. A ESRC admin may need to login to a separate page including the ESI permission and start the mail sending by a click:

• login with ESI permission
• click "Send ESRC cache notifications"
• the process collects all unsend ESRC usages and send a mail for each cache to the involved pilots

Sure! Even if these emails went out periodically, that would be great. One more thing for @chigaze to do along with his weekly paperwork. :-)

This is working and Angel sends out the emails. I will followup with Angel to see if its still being used or needs attention.
