Makes daily killboard check for all open rescues.

If activity found, status is updated. @chigaze mentioned notifying Discord but this seemed a simpler solution for now - let me know if not sufficient & I'll look into Discord.

Let's try this out and see how it goes. ESR Coordinators should be looking at the list regularly anyways and if this makes zkill activity SARs more obvious so they can be dealt with that is good.
