911 ping request page: accessibility for visually impaired users #304

We encountered, within the ESR team, a request for help from a wormhole from a visually impaired (blind) player. Upon requesting them to use the https://evescoutrescue.com/copilot/911/911.php page to submit a 911 ping, the pilot explained that the website was not compatible with their Text-To-Voice reader (Dragon - https://www.nuance.com/en-gb/dragon.html) and that the website was therefore un-usable for them.

The rescue was performed without a 911 Ping being generated, but the pilot in question left us with some hints and feedback on how to possibly make the page compliant with Text-To-Voice/Speak readers commonly used by visually impaired people.

Upon suggestion by Thrice in #developers, I'm leaving this as an issue here to make sure we take a look and see what can be done to make evescoutrescue.com (and in particular the 911 page) more accessible. While a SAR can be performed without a ping, it the adjustments required aren't too complex, we could easily address the problem and help out.
