Editing old SARs should not change the rescue date #315

When adding a locator to old SARs missing them the Rescue Date gets set to the current date. If the record is closed the dates should be updated. This appears to only affect the payout interface but not the stats.

Fixed in recent commit and pushed just this one fix to production. @chigaze please let me know if any further tweaks are needed. Thanks!
