Simulate login from localhost #322

in order to test locally, we need a way to simulate logging in. Probably be good to have a way to simulate different user roles (admin, ESR Coord, etc.). Likely use config to do this.

Got this working on dev. Need to test altered files on dev and make sure nothing I changed will break the actual SSO login there. Plan to finish testing and roll out changes on Aug-25.
