Add Triglavian Space to ESR #361

Allow pilots to make 911 calls from Triglavian systems. Allow caches to be sowed and tended in Triglavian systems. Allow SARS to be entered for Triglavian systems.

ADP took the ping block off 911 calls in non wormhole systems and this appears to have opened a loophole where Catbriar was able to open a SAR in Senda but then unable to close it.

Catbriar Chelien I was able to open the window to file an SAR from the 911 call. I “submitted” it and worked as usual. I then went to the Open SAR page to update and close it. It was not listed. So to be accurate, although submitted whether it was created or not, I do not know.

Catbriar Chelien I answered a 911 call and opened a SAR. I have attempted to go back and close the SAR but I get --> Senda not a valid system name.
