Include the existence of a chain in the 911 ping #362

A request that came up for 911 pings to indicate whether a chain exists or not so they do not need to check with coordinators on everyone, just the ones with chains. Preferably set to indicate the age of chain being checked for:

eg. 16 hour old chain exists.
