chore: test baseimage docker after build by building SK release docker image without pushing it to registry #1696

Base image build is chained with validation step, which verify that base image is valid and SK docker release images can be build based on it successfully.

Build setup changed a little bit.

signalk-server-base:test are pushed to registries
Signal K release dockers are test build on signalk-server-base:test
If test builds are successfully passed then baseimages are tagget latest, signalk-server-base:latest

This avoid broken baseimages to be tagged right away to latest. Will not break other builds depending on baseimages,
