Chartloader plugin

A chart loader plugin+webapp would be very useful.

It should allow the user to download RNCs (Raster Nautical Charts) off publicly available sources such as

• ones listed at http://chartcatalogs.github.io/ / https://github.com/chartcatalogs/catalogs
• https://tileservice.charts.noaa.gov/mbtiles/mbtiles_catalog.json

It would also be sweet to have someone at least open issues when the catalogs at http://chartcatalogs.github.io/ get outdated (the automatic monitoring of the chart sources implemented now a) sucks, b) is actively fought against by some of the chart publishers). Submitting updates regularly as PRs I would consider something like a miracle :)
